The ANC has conceded the election was a difficult one for the party and they will have to accept coalitions in some municipalities.
The party’s Head of Elections, Fikile Mbalula, says they are confident they will retain most wards despite the very low voter turnout.
By late last night, the percentage remained below 50%, which is the lowest ever for a local government election in South Africa.
Mbalula says millions of people decided not to vote, sighting a range of reasons, with some saying they will give other parties a chance.
He says they are grateful for whatever result they get.
