Advocate Wim Trengove says it will be impossible to hold elections before the 1st of November 2021 deadline.
Trengove has been making submissions before the Constitutional Court on behalf of the Independent Electoral Commission (IEC).
The IEC wants the elections set for 27 October to be postponed to February next year.
The apex court granted SA Movement, the ANC, DA, IFP, African Transformation Movement, Forum 4 Service Delivery, and the Makana Independent New Deal as intervening parties in the IEC’s application.
Trengove says if this is done elections will not be free and fair.
