Madonsela Says Systemic Government Failure Opens Up A gap For Corruption

Former public protector, Thuli Madonsela, says systemic government failure is at the core of corruption.
Speaking at the Anti-Corruption Summit in Pretoria this weekend, Madonsela said part of the reason is grievances that lead to a failure and reluctance to abide by rules.
She is of the belief that state capture was not about the money but about subverting the rule of law.
Madonsela says there has to be accountability.
