Finance Minister Enoch Godongwana has appointed Lebogang Paul Mogashoa as the new Adjudicator of the Office of the Pension Funds Adjudicator (OPFA) for a three-year term, effective 8 December 2025.

He succeeds Muvhango Antoinette Lukhaimane, who has served in the position since 2013 and will step down at the end of the year after more than a decade of service.

Mogashoa is a seasoned legal professional with more than 17 years of experience in pension-fund law, governance, management and administration. His career includes serving as Deputy Principal Executive Officer and Company Secretary of the Eskom Pension and Provident Fund and earlier as Senior Corporate Legal Counsel at the Pension Fund MANCO of the South African Tourism Board. He began his career at the OPFA itself, as a legal intern, later rising to Senior Assistant Adjudicator.

His academic credentials include a Bachelor of Laws (LLB) from the University of Limpopo, a Master of Management (Governance and Management) from the University of the Witwatersrand and an LLM in Mercantile Law from the University of Pretoria. He has also completed an Executive Development Programme at the University of Stellenbosch.

The OPFA is a statutory body established under section 30B of the Pension Funds Act 24 of 1956. It is mandated to resolve complaints between pension fund members and funds in a fair, economical and efficient manner, and its services are provided free of charge. In addition to its core functions, the OPFA also handles certain complaints designated under section 211 of the Financial Sector Regulation Act 9 of 2017 (FSRA).

Minister Godongwana noted that Mogashoa’s appointment is subject to the provisions of the Pension Funds Act, the Public Finance Management Act 1 of 1999 (PFMA) and any applicable governance requirements. He said that Mogashoa is well-positioned to lead the OPFA, citing his strong leadership, strategic insight and deep understanding of the pension fund’s legal framework.
