Witness C has told the Madlanga Commission of Inquiry that alleged drug cartel member Vusumuzi Cat Matlala would sometimes splurge about 1 million rand monthly on suspended National Deputy Police Commissioner Shadrack Sibiya.
He says that this was a portion of the money that came from Matlala’s multimillion rand tender.
Testifying remotely off camera, he has told the Madlanga commission that Matlala said Sibiya only accepted cash, which he personally delivered to his home or another property in Sandton, Johannesburg.
He adds that during Matlala and Sibiya’s meet ups, this is where the controversial businessman met members of the Big Five.
“We asked me how he knows General Sibiya, he indicated that he used to provide security services at a farm of the late Mr Msibi who was also known as Mr Mswazi. He indicated that Lieutenant General Sibiya was a regular person there, from time to time they would meet at the farm,” says Witness C.
