The South African Federation of Trade Unions (SAFTU) has welcomed the enactment of the Public Service Amendment Bill, describing it as a positive step towards strengthening governance in South Africa’s public sector.
SAFTU General Secretary, Zwelinzima Vavi, said the legislation largely reinforces existing rules rather than introducing entirely new measures. He noted that the Bill plays an important role in clarifying and strengthening the separation between political office-bearers and administrative officials within the public service.
According to Vavi, maintaining this distinction is critical to ensuring professionalism, stability and efficiency in government departments. He emphasised that political interference in administrative functions has long undermined service delivery and weakened institutional integrity.
However, Vavi cautioned that the real challenge lies in implementation. He stressed the need for consistent enforcement of the law and adherence to constitutional principles, particularly those related to transparency, accountability and ethical governance.
He added that improving accountability across all levels of the public service remains essential if the legislation is to have a meaningful impact. Without consequence management and a commitment to good governance, he warned, even well-intentioned reforms risk falling short of their objectives.
SAFTU has called on government to ensure that the provisions of the amendment are effectively applied and monitored, arguing that this will be key to restoring public trust and improving service delivery outcomes.
